CASPER, Wyo. — The Sam H. Hobbs Waste Water Treatment Plant could see several million dollars in motor control center replacements from Casper Electric Inc.

The Casper City Council is set to deliberate a substantial investment into the water treatment plant during its Nov. 7 meeting. The agenda includes a resolution to authorize an agreement with Casper Electric Inc. for the replacement of motor control centers at a cost of $3,358,626.

Upgrades Prompted by Aging Infrastructure

A decade-old study by ARCADIS U.S. Inc. revealed that the plant’s motors were nearing the end of their service life. CH2M HILL Engineers Inc., contracted in January 2018, designed the necessary upgrades. However, these plans were shelved in 2019 to redirect funds to urgent Phase 1 plant rehabilitation work, according to a memo prepared for the Casper City Council.

Only one bid was submitted for the project, totaling $3,358,626 — significantly higher than CH2M’s $2,300,000 estimate. The proposed work includes motor replacements across several plant buildings and additional upgrades to meet current codes.

Casper Electric Inc. has also sought a one-year extension, pushing the final completion dates to March and April 2026, respectively. This request stems from extended lead times for electrical equipment from suppliers.

CH2M and city staff have reviewed the bid and recommend proceeding despite the high cost, citing potential increased costs if rebidding occurs. The financial package would combine a $2,000,000 American Rescue Plan Act Grant with waste water treatment plant reserves, according to the memo.
